In 1993 he moved to Maccabi Haifa, before transferring to city rivals Hapoel in 1996. After a season at Hapoel Haifa he moved onto Bnei Yehuda and then in 1998 Maccabi Tel Aviv. In 1999 he returned to Hapoel Petah Tikva and made his last appearance for Israel in 2000. He left the club again in 2001 to join Maccabi Kiyat Gat.

Cohen was born in Safed and studied mathematics at the American University of Beirut, following which he studied at the law school of the British Mandate of Palestine. Cohen was a soldier with the British Army and continued to serve as a Major in the IDF. In 1954 he was appointed to the district court of Jerusalem, where he presided until 1982. Since 1980 he was president of the district court. In 1982 Cohen was appointed to the Israeli Supreme Court, in which he served until he reached retirement age in 1984. Alongside his judicial work, Cohen was active in public life and was chairman of HaMotzar HaYerusahlmi organization for promotion of arts (1964 - 1993), vice president of the greater chamber in Israel of Bnei Brit (1968 - 1970) and chairman of the board of Ezrat Nashim hospital (1968 - 1993). In 1995 he was selected to head a national inquiry commission on the disappearance of children of Yemenite origin during the 1950s. Cohen retired from the commission shortly after its installment and replaced by justice Yaakov Kadmi.
